With a sufficient quorum, the Winter Park High School Sports Hall of Fame Committee met on 24 April 2023.  The By-Laws, amended as outlined below, were accepted by acclamation at the meeting. Subject to periodic revision, these By-Laws will serve to guide all Hall of Fame Committee deliberations and processes.

 
 

 WINTER PARK HIGH SCHOOL SPORTS HALL OF FAME

BY-LAWS

Introduction:  These Winter Park High School Sports Hall of Fame By-Laws will be available at every meeting of the WPHS Sports Hall of Fame Guidance Committee.  The conduct of the WPHS Sports Hall of Fame will adhere to these By-Laws as amended.  These By-Laws are to be amended, added to, and revised as the need arises, but only as subject to a majority vote by the WPHS Sports Hall of Fame Committee.

History:  The Winter Park High School Sports Hall of Fame was the conception of long-time Winter Park High School coach Robert Mosher. In 1994, following discussions between Ned Biddix, Bob Mosher and Al Chubb, Mosher’s dream of a WPHS Sports Hall of Fame was first explored. After Al Chubb passed away, Ed Wycoff joined in the discussions and planning began for the first Hall of Fame awards banquet which was to take place on November 4th, 1995. Bob Mosher was designated as founder: Ned Biddix and Ed Wycoff were designated as co-founders. In 1995, eight athletes, one coach and one contributor were honored by Hall of Fame awards.  In subsequent years, the WPHS Sports Hall of Fame has endeavored to follow the original intent and desire of founder Mosher. This includes honoring outstanding Winter Park High School athletes, coaches, and contributors from the past at an inspiring annual awards banquet.

Article I – PURPOSE AND MISSION OF THE WINTER PARK HIGH SCHOOL SPORTS Hall of Fame 

1.   Purpose and mission.  The purpose of the WPHS Sports Hall of Fame is to promote and encourage an appreciation and enthusiasm for Winter Park High School sports programs, past and present. The mission is to foster fellowship and camaraderie among past and present WPHS athletes by bringing them together each year. The mission will be achieved primarily through the annual staging of a Sports Hall of Fame banquet in which former school athletes, coaches, and contributors will be honored and inducted into the Hall of Fame.

Article II – WPHS Hall of Fame GUIDANCE Committee

1. Membership.  The WPHS Hall of Fame Committee will grant membership to any individual  who genuinely support the purposes of the Hall of Fame in identifying and paying tribute to WPHS athletes, coaches, and contributors. “Member” will be defined as any Hall of Fame member, current coach, or contributor as approved by the officers.

2.  Committee Officers.  The Committee will be headed by the Hall of Fame Committee Chair.  In his/her absence, business will be conducted by a Vice Chair.   

  1. Officers will be either reconfirmed or elected on a rotating basis for a 4-year term at the first meeting of the year upon a majority vote by the Committee.

  2. Officers will be reconfirmed or elected on the following rotation schedule:

  • the Committee Chair – year 1 and every 4th year thereafter

  • the Vice Chair – year 2 and every 4th year thereafter

  • the Committee Secretary – year 3 and every 4th year thereafter

  • the Committee Treasurer – year 4 and every 4th year thereafter

  • Also, elected on an annual basis, will be an assortment of subcommittee coordinators responsible for a variety of tasks.  

  1. Specific Hall of Fame requirements will include a Task Coordinator who will coordinate each of the following tasks enumerated in Article IV, Item 6 below, as well as any other tasks that become needed. Some include:

  • fundraising and sponsor development

  • written banquet program producer

  • event banquet program

  • Hall of Fame awards preparation, purchase, and placement

  • facility decoration and room arrangement

  • banquet program writer

  • Hall of Fame pins 

  • drink refreshments

  • banquet dinner

  • video and audiovisual productions - photography

  • reception table and tickets

  • induction nominee and nominator relations

3.  Committee Meeting Format and Frequency.  The Committee will meet as needed for nomination of inductees, business, and banquet planning.  One meeting will occur at least one month prior to the annual awards banquet.  Within one month after the awards banquet, a meeting will critique the previous banquet program and planning. The second meeting may be held on zoom or by email with the results to be discussed at the next regularly scheduled meeting.

  1. The membership will be given sufficient lead-time in the announcement of the time of each Committee meeting.

  2. Normally, the Committee Chair will lead the meeting and, in doing so, will follow  Parliamentary procedures insofar as possible to allow for the free expression of all views present. 

  • The order of business will be as follows:

[a] roll call.

[b] reading of the minutes of the preceding meeting.

[c] reports of committees.

[e] reports of officers.

[f] old and unfinished business.

[g] new business.

[h] adjournments.

  1. Either the Secretary or someone else designated in the Secretary’s absence will keep minutes of every meeting.  These minutes will be maintained in a notebook which is to be available at every meeting.

 d. The Treasurer will announce the level of funds in the treasury at every meeting.

4.    Guidance Committee Responsibilities*.  WPHS Hall of Fame Committee members will share broad and specific responsibilities.  Broad responsibilities will apply to the Committee Chair, Vice Chair, Secretary and Treasurer:

  1. The Committee Chair, or in his/her absence the Vice Chair, will be responsible for choosing Committee meeting dates and contacting Committee members about the meetings.  

  1. The Committee Secretary will be responsible for recording meeting minutes and providing them to the membership. He/she will also be responsible for coordinating the voting procedure for inductees. 

  1. The Committee Treasurer is responsible for collecting funds and reporting financial statements to the membership.

Article III – WPHS Hall of Fame Nominations

1. WPHS Hall of Fame Inductee Nominating Criteria.  Candidates may be eligible on the basis

of one of the following three [3] categories:

  1. An athlete must have attended Winter Park High School as part of a class that graduated at least three (3) years prior to selection.

  1. A coach or athletic director must be retired from coaching or have left WPHS and have made a significant impact on the school’s athletic program during his or her years of service.

  2. A contributor (team doctor, administrator, booster, etc.) must have made a significant impact on Winter Park High School athletics.

1. Nominees who have not been selected for membership within 7 years will be dropped from consideration.

2.  Selection of WPHS Hall of Fame Inductees.  Nominations of inductees, be they athletes, coaches, or contributors to the Hall of Fame, can be done only through the use of the prescribed Hall of Fame Induction Nomination Form.  It is required that this form include a minimum of complete contact information and basic information on accomplishments at WPHS.  The Committee shall reject any nomination that does not include the minimal detail on the Induction Nomination Form.  Nominating criteria will be available on the Hall of Fame web site.

a.   Forms.  Induction Nomination Forms must be provided to the Committee no later than 2 weeks prior to the selection meeting each year. It is the responsibility of the nominator to submit the proper nomination form which is accurately and thoroughly completed.

b.  Nomination Requirements.  The Nominee/Nominator task coordinator will assure the Committee before each inductee vote that the individual is clearly determined to be interested in their nomination to the extent of providing pictures and information to the Committee.  Failing this interest, or failing the nomination support of a surrogate, the Committee may decline the nomination.

c.  Voting.  The Committee vote on nominees for induction will be held each year at a time to be determined by the chair person.

  • Prior to the vote, a spokesman will be allowed to lead in a discussion of each candidate.  

  • Prior to the vote, the Committee will decide on how many inductees will be selected for that year. Should there be a tie for the final position, a second vote will be conducted to determine whether all or none of the nominees in the tie should be elected. 

  • A secret ballot will be accomplished and the inductees for that year will be selected.  

  • Committee members may vote by absentee ballot if they have received a summary of each candidate’s qualifications prior to voting

ARTICLE IV. -  WPHS Hall of Fame Awards Banquet.

1.  Banquet Facility.  An annual awards banquet will be staged each year at a facility chosen by the Hall of Fame Committee.  The facility should be large enough to accommodate about 250 guests. The facility should also be associated with the city of Winter Park in some way, and conducive for the serving of a large banquet dinner along with the conduct of a banquet program.

2.  Invitations:  Invitations will be sent on a timely manner, sufficient for planning purposes, to all former Hall of Fame inductees, sponsors, and possible guests.  Invitations will also be sent on an annual basis to “friends” of the Hall of Fame including coaches, teachers, and other townspeople who support WPHS sports program.  A standing invitation will be sent to the mayor of Winter Park and the principal and athletic director of WPHS.

3.  Banquet program

a.  Timing.  Banquets will be staged on Saturday evenings in order to obtain the largest audience.  

  • A social hour will begin about 5:30 pm. 

  • The dinner will be served about 6:00 or 6:30 pm.  

  • The program will typically commence about 7:00 pm.

  • The program will be opened by a prayer and the National Anthem, which is included in the introductory video.  

  • Every effort will be made to ensure the program is concluded within two and one-half hours.

b.  Program Participants:  A master of ceremonies will be selected for each year’s banquet. 

  • In addition to entertaining and inspiring the audience, the emcee will 

     endeavor to hold each program participant to a specified time.  

  • The emcee will advise each participant of their expected time on the program before their participation. 

  • The mayor and principal will be asked to provide a few opening remarks.  

  • On occasion, a notable may be asked to address the audience.  

  • Each inductee will be given an opportunity to speak after they have been introduced. 

  • Insofar as possible, someone well-known by the Committee and closely identified with the Hall of Fame will assist the emcee in handing out the awards.

  • The emcee will provide each inductee with their award plaque and Hall of Fame pin upon induction.  

  • The Committee Chair will also be asked to speak on the program.

c.   Inductee Memorabilia.  Each inductee will receive a large wall plaque and a Hall of  Fame pin.  A plaque with the names of each year’s inductee class will be placed on the Hall of Fame Wall in the Multi-Purpose Building at WPHS.  Inductees will also receive a DVD compact disk of the banquet program. 

4.  Sponsorship and Contributions: The task coordinator will undertake efforts to contact possible donors and arrange to provide them with some sort of recognition in either the written, spoken or video programs.  Such contact will be made in a timely manner prior to the year’s annual banquet.

5.  Annual Planning Agenda.  The following planning agenda will apply:

a.  banquet dinner caterer contracted – 6 months prior to banquet

b.  Facility contracted – 6 months prior to banquet

c.  pictures, inductee bios, sponsors names to written program producer – 3 months prior 

    to banquet

d.  notification of guests and invitees – 2 months prior to banquet.

e. pictures and inductee bios to video program producer – 2 months prior to banquet

f.  award plaques and/or trophies completed – 1 month prior to banquet.

g. video and sound setup in facility – 2 hours prior to banquet

h. facility room decorated and laid out – 1 hour prior to banquet

i. CD or video history to inductee – either banquet night or 2 weeks following

6.    Checklist for Annual Specific Responsibilities for WPHS Hall of Fame Banquet: Each year, the Committee will select a date for the annual Sports Hall of Fame Banquet, and, through the use of the Checklist for Specific Responsibilities below, assign committee members to each task.  At subsequent meetings, members will report on any difficulties that are limiting the accomplishment of their assigned task.

Inductee nominations

  • Member responsible for developing each year’s list of nominations to the Hall of Fame.

  • Member responsible for providing nomination forms for the Committee prior to the nomination meeting.

  • Member responsible for insuring nominators get and properly use nomination forms and get them into the hands of the banquet program script writer.

Tickets

  • Member responsible for producing tickets and setting up and coordinating the ticket table at the banquet facility.

  • Member responsible for producing tickets and setting up and coordinating the ticket table at the banquet facility.

Facility

  • Member responsible for making arrangements for use of the facility.

  • Member responsible for decorating the banquet facility and tables.

  • Member responsible for setting up the facility public address system.

  • Member responsible for setting up banquet facility tables in accordance with inductee family needs. 

  • Member responsible for bringing lectern emblem plaque to banquet.

  • Member responsible for bringing WPHS banner to banquet facility.

  • Member responsible for setting up and manning the invitation and badge table.

Program

  • Member responsible for obtaining nominations form and materials and writing a script for the written program, award plaque, and inductee narratives.

  • Member responsible for insuring that all necessary audiovisual devices and screen are at facility and properly positioned.

  • Member responsible for coordinating and producing audiovisual support at banquet.

  • Member responsible for controlling the audiovisual support during the program.

  • Member responsible for coordinating lights during the program.

  • Member responsible for producing and providing written banquet program on the tables. 

  • Member responsible for performing as banquet master of ceremonies.

  • Member responsible for invocation at banquet.

Food

  • Member responsible for arranging for caterer, food, non-alcoholic beverages and attendant items for banquet.

Drinks

  • Member responsible for setting up table and bar-tending alcoholic beverages.

Contributions

  • Member responsible for promoting, encouraging and keeping track of all financial contributions to the Hall of Fame. 

Awards and commemorative tributes

  • Member responsible for coordinating the development and purchase of inductee award plaques.

  • Member responsible for providing lapel pins to inductees at program.

  • Member responsible for selling lapel pins at banquet.

  • Member responsible for coordinating and purchasing any awards requested by the Committee.

  • Member responsible for installing commemorative bricks at Farmer’s Market “Walk of Fame” and at WPHS’s Gergley Field.

Promotion

  • Member responsible for developing and maintaining on a continuing basis names and email and other addresses of all past inductees and Hall of Fame attendees.

  • Member responsible for sending out letters inviting past inductees to banquet.

  • Member responsible for sending out letters inviting past attendees and special guests.

Transportation and coordination

  • Member responsible for purchasing and/or picking up banquet support materials.

Follow-up

  • Member responsible for providing videos/DVD copies to inductees after banquet.

  • Member responsible for providing videos/DVD copies to WPHS or City of Winter Park after banquet.

ARTICLE V. - AMENDMENTS

             Amendments: These By-Laws may be altered, amended, repealed, or added to by an 

             affirmative vote of not less than 50 percent plus 1 of the members present.
